Review Recommendations Of The Measure Z Ad Hoc Committee Regarding the Updated Spending Plan

On Dec. 4, 2025, the Citizens’ Advisory Committee on Measure Z Expenditures appointed an ad hoc committee to develop options for a new spending plan. The current three-year spending plan concludes at the end of FY 2026-27, and the Committee expressed interest in adopting a new plan before the end of the current fiscal year. A key consideration is how to allocate the $400,000 in ongoing funding that was previously used by Public Works for its brush cutter project and is now funded by Measure O. The ad hoc committee developed three options for the Committee’s consideration and offers the following recommendations:

Recommendation #1: 

  • Use $200,000 from Public Works to: 
    • Fund the City of Fortuna’s School Resource Officer (SRO) program, an existing project that is consistently ranked highly by the Committee. This would make Fortuna’s annual base allocation $400,000, with the remainder of its funding going to their Drug Task Force agent.
  • Use the remaining $200,000 from Public Works to:
    • Fund all large county departments with Measure Z allocated positions at 5.2% below their projected fiscal year need.
    • Get the Humboldt County Fire Chiefs’ Association (HCFCA) base allocation up to $1 million each year.
  • Prioritize getting HCFCA to $1.5 million before opening applications.

Recommendation #2: 

  • Use $400,000 from Public Works to:
    • Provide additional $200,000 to City of Fortuna for its SRO as described in Recommendation 1.
    • Provide additional $200,000 to HCFCA.
  • Remainder of allocations remain the same.
    • DHHS reduced to $900,000 to align with reduced projected need.


Recommendation #3:

Status quo option. This would keep the allocation formula the same as it is now, which would effectively provide HCFCA with the full $400,000 of Public Works’ allocation.
